CMAQ Funded Signal Upgrades

Spalding DeDecker (SD) is partnering with the City of Ann Arbor to deliver traffic signal design and operations services for 18 intersections as part of a Congestion Mitigation and Air Quality (CMAQ) grant initiative. The project focuses on improving efficiency, safety, and sustainability across some of Ann Arbor’s busiest travel corridors.

Many intersections currently operate with outdated protected-only left-turn signals, which limit flow and increase congestion. SD is conducting a comprehensive traffic operations study to evaluate permissive left-turn phasing, supported by new signal head designs, updated timing plans, and Gridsmart camera installations for enhanced detection and data accuracy.

Three intersections will receive full signal modernization to replace equipment at the end of its useful life, while the remaining sites will be upgraded to improve traffic flow and reduce emissions. This project supports the City’s goals for safer, smoother, and more sustainable travel throughout Ann Arbor’s busiest corridors.
