City of Rochester Hills Parking Lot
The Project
The City of Rochester Hills is repairing and rehabilitating the employee and visitor parking lots, as well as a service drive, at the City Hall offices. The project entails a complete replacement of the asphalt along with remarking for parking spaces.
Spalding DeDecker (SD) was chosen to provide the following Scope of Services:

- Repair Recommendations
- Survey
- Prepare Preliminary Engineering Plans and Cost Estimates
- Final Engineering Plans
- Bid Documents
- Inspections
- Construction Administration
The Challenge
Construction projects are highly visible, none more so than the ones going on in a city’s front yard. Each employee and visitor becomes an inspector of the work, and will have an opinion on the final product. Managing cost is always on a city’s front doorstep, and getting the project done on time and on budget helps keep the “welcome mat” welcoming.
The Solution
SD knows how to pave the world beneath our feet. SD experience gave the City alternatives during the bid process. Final design plans for subgrade drains under the parking lot pavement (to drain sub-surface water) results in longer pavement life. Exact evaluations and attention to detail brought the project in on time and under the construction budget. The City received a small grant to install grown stormwater features. The grant was used to install a stormwater infiltration trend and vegetative swale.
The Impact
City Hall is the heart of the community – and there’s no second chance to make a first impression. SD knows that, which is why we put our best foot forward so someone else doesn’t trip walking up to the building.
