Local Roads – 2025 Crushing & Resurfacing Program

CONSTRUCTION SCHEDULE Area: Tacoma Hills, Tihart Road, and Newman Road Restoration work continues and should be complete before the end of October. Ingham County has begun placing the pavement markings on Tihart Road. COMING UP Culvert cleanout will take place within the next two weeks. A new split rail fence will be installed near the sidewalk at Powell. The drive approach at 215 Newman will be paved within two weeks (date TBD). All work is weather-dependent, and the schedule will change every time it rains on a scheduled work day. We appreciate your patience during construction.

Area: Tacoma Hills, Tihart Road, and Newman Road Tacoma Hills The contractor is waiting to finish restoring disturbed areas because of the current drought. With the weather forecast calling for rain, the contractor is scheduled to complete restoration next week. Tihart and Newman Roads The concrete contractor finished placing the sidewalk between Twinging and Thames. Restoration along the new sidewalk will begin next week. The paving of the second and final layer of asphalt has been delayed until the week of September 22. The Township is using a custom asphalt mix for the second and final layer of asphalt that requires coordination with multiple contractors/vendors. Additional time is needed for all of the contractors/vendors to coordinate schedules, which is the reason for the delay in the paving. Paving is tentatively scheduled for 9/25. In the event of a weather delay, paving will be rescheduled for 9/26.  

There is no paving on Newman Rd on 9/15 (as stated in the most recent update). This schedule is dependent on weather conditions. The schedule will change every time it rains on a scheduled work day.  

Area: Tacoma Hills, Tihart Road, and Newman Road The contractor finished hydro-seeding (except Pawnee Circle) and plans to work on punch list items over the next two weeks. The leveling course of asphalt was placed on Tihart. Ingham County chip-sealed Tihart east of Twinging. The Township's concrete contractor was out of town for the week. They will return to finish sidewalks near Powell and Thames once final paving is complete. COMING UP Tihart Rd and Newman Rd 9/15 - 9/20 - Place the top course of asphalt (exact dates to be determined). 9/15 - 9/20 - Begin project restoration 9/15 - Paving on Newman Rd This schedule is dependent on weather conditions. The schedule will change every time it rains on a scheduled work day.  

Area: Tacoma Hills, Tihart Road, and Newman Road The contractor finished adjusting manholes on all of the streets except Pawnee Trail and placed concrete for the sidewalk between Powel and Twinging. Geotechnical firm, Soils and Structures, monitored the moisture content of the aggregate base for both Tihart and Newman Roads. When the moisture content meets the requirements dictated in the project specifications, the roads will be paved. COMING UP Tihart Rd and Newman Rd 9/10 - Chip seal first course on Tihart (Twingin East) and Cornell. 9/11 - 9/12 - Paving the leveling course of asphalt (backup dates are 9/13 and 9/15). TBD - Paving the top course of asphalt. Tacoma Hills 9/8 - 9/13 - Site cleanup and final ditch maintenance. This schedule is dependent on weather conditions. The schedule will change every time it rains on a scheduled work day.

Additionally, the contractor is waiting on materials to complete the stabilization process. On Tacoma Hills, the contractor is waiting for cooler temperatures to restore the ditches. COMING UP Tihart Rd 8/27 - Stabilize Tihart Road from Marsh to Cornell. Newman Rd 8/25 - 8/26 - Place culverts across Newman at proposed locations. 8/28 - Stabilize Newman from Van Atta to Meridian. Tacoma Hills Date TBD - Adjust drainage structures in the road. This schedule is dependent on weather conditions. The schedule will change every time it rains on a scheduled work day.

Newman Rd 8/18 - Pulverize Newman from Van Atta to Meridian. Tacoma Hills Waiting for cooler temperatures and an end to the drought before restoring the ditches. COMING UP Tihart Rd 8/11 - 8/12 - Pulverize the asphalt surface from Marsh Road to Cornell Road. 8/13 - 8/15 - Culvert installations and ditch grading. Place concrete curb and sidewalk. 8/18 - 8/19 - Road base stabilization from Marsh to Cornell. 8/22 or 8/23 - Place the first layer of asphalt. Newman Rd 8/12 - 8/15 - culvert installations and ditch grading. Date TBD - Pulverize the asphalt surface from Van Atta to Meridian. Tacoma Hills Finish placing the gravel shoulders 8/18 - 8/22 - If necessary, mailboxes will be adjusted to meet the USPS’ current specifications. This schedule is dependent on weather conditions. Tacoma Hills and Tihart Road Beginning Monday, August 4th, the contractor will: Tacoma Hills Finish grading ditches and begin to restore disturbed areas with seed fertilizer and mulch. Mailboxes will be adjusted as required. Manholes will be raised on both the curb and non-curb construction projects. Placing and grading the gravel shoulders. Tihart Begin removing stumps. Excavate ditches. Install culverts. This schedule is dependent on weather conditions.  

Tacoma Hills A look ahead to the week ending Saturday, August 2: Now that all paving is complete in Tacoma Hills, our contractors will begin restoring ditches and doing project cleanup over the next few weeks. Mailboxes will be adjusted as required. Manholes will be raised on both the curb and non-curb construction projects. We ask all residents in the newly paved areas of Tacoma Hills not to schedule any work that would require heavy equipment on the new paved surface for a week. The surface needs time to cool properly.  

Tacoma Hills A look ahead to the week ending Saturday, July 26th: Saturday, July 19th: Asphalt drives will be placed on Pawnee Circle. Please keep cars off the new drive for two hours (let the pavement cool). Final paving is scheduled for Wednesday or Thursday (7/23 or 7/24) of next week and should be completed by Friday (7/25). Ditch cleanout and slope restoration will be completed after the final asphalt has been placed. This schedule is dependent on weather conditions.  

Tacoma Hills A look ahead to the week ending Saturday July 19th Saturday July 12th:Concrete driveways will be placed on Tacoma Blvd. Please keep vehicles off the new driveways until the contractor opens them up. Driveways should be open in three days. Ditch clean out and slope restoration will take place throughout next week. The paving scheduled for July 15th through the 17th has been delayed and will take place in two weeks. We are sorry for the delay but the shipment of rubber additive for the asphalt has been delayed at the Canadian border. This material is a necessity for the asphalt mix that we are placing. The schedule is dependant on weather conditions.  

Tacoma Hills: July 3 - Tacoma Blvd, Lagoon Drive, Pawnee Trail, and Pawnee Circle were paved (1 of 2 asphalt courses). Drive approaches were paved (1 of 2 asphalt courses). Any drives that were not paved will be completed on Monday, July 7. Coming up Ditch cleanout will continue, and slope restoration will begin next week (placing and grading topsoil and seeding). Final paving is set to take place sometime during the week ending July 19. An update with the paving schedule will be sent out soon. This schedule is dependent on weather conditions.

June 18-19: Weather permitting, new curb and gutter will be poured at the Tacoma Blvd and Hamilton Road intersection. June 20: Weather permitting, Tacoma Blvd, from Tomahawk Road to Hamilton Road, will receive a cement stabilization treatment to add additional strength under Tacoma Blvd prior to paving. Tacoma Blvd, from Tomahawk Road to Hamilton Road, will be closed to traffic until sometime on Tuesday, June 24 to perform this treatment and allow it to properly cure. To protect Tacoma Blvd and to help us ensure the new road realizes its full life expectancy, please do NOT go around the barricades until they are removed by the contractor. June 23: Weather permitting, the Township’s contractor will perform an asphalt stabilization treatment to the gravel base of Tacoma Blvd, from 4369 Tacoma Blvd to Hamilton Road, to add additional strength under Tacoma Blvd prior to paving. We will have to close Tacoma Blvd, from 4369 Tacoma Blvd to Hamilton Road, beginning around 7 a.m. on Monday, June 23 until sometime on Tuesday, June 24 to perform this treatment and allow it to properly cure. Therefore, if your driveway connects to Tacoma Blvd where closures are shown on the map, please move your vehicle to an adjacent road by the evening of Sunday, June 22. THIS INCLUDES THE DRIVEWAYS AT 1940 PAWNEE TRL AND 4578, 4556, AND 4530 TACOMA BLVD. Please continue to park your vehicles on adjacent roads until the barricades are removed by the construction crew sometime on Tuesday, June 24. During this period of time, all motorists in Tacoma Hills will have to use Manitou Dr to get in and out of the neighborhood, as shown on the map below. To protect Tacoma Blvd and to help us ensure the new road realizes its full life expectancy, please do NOT go around the barricades. The Township’s contractor will also work on grading and shaping the crushed asphalt and gravel on Pawnee Cir, the east-most portion of Lagoon Drive, and Tacoma Blvd (from 4369 Tacoma Blvd to Hamilton Road). *Thursday, June 19: Weather permitting, the Township’s contractor will perform an asphalt stabilization treatment to the gravel base of Tacoma Blvd (from 4369 Tacoma Blvd to Hamilton Road) to add additional strength under Tacoma Blvd prior to paving. June 13th or 14th - Tacoma Blvd and Pawnee Cr. are scheduled to be pulverized. Driveway access will be maintained; however, delays should be expected. No date has been set for final paving. Tacoma Hills

• For roads that do NOT have curb and gutter, the Township’s contractor continues to work on any necessary ditch cleanout and culvert replacement work.
• All ditch roads have had the existing asphalt crushed with the exception of Tacoma Blvd. Tacoma Blvd will likely be crushed the week of June 9 once the other roads have been paved.
• The Township’s contractor will be completing the final milling (i.e. removing existing asphalt) from roads that have curb and gutter on May 30.
• The milling and crushing work typically moves past a given driveway in approximately 10 minutes, after which there is a rough gravel surface that you can drive on. The milling, crushing and paving work will be completed one lane at a time, thus the streets will be usable on at least one side at almost all times. An entire street is normally milled in one (1) day. Once the milling is finished, the first layer of new asphalt will be placed within 10 days.
• Weather dependent, the Township’s contractor will be paving roads on May 31 and June 2-6. The roads with curb and gutter are likely to be paved first.
• Additional paving dates will be announced when they are scheduled.

Coming Up

• Saturday may 31st. the contractor may pave Yuma Trail in the late afternoon time permitting.
• Monday June 2nd the contractor will pave Yuma Trail if not completed on Saturday and will finish paving the remaining streets.
• June 3rd – June 6th the contractor will work on ditch clean out and culvert restoration.

Tacoma Hills This week, the contractor has completed all driveway removals and culvert installations in the Tacoma Hills area except for Tacoma Blvd. This is scheduled for a later date. Mailboxes have been relocated, as needed, to allow for the construction of the new shoulder. Coming Up 5/27 - The contractor will be grading the shoulders of all streets except for Tacoma Blvd. in preparation for aggregate shoulder placement. 5/28 - The contractor will be pulverizing all streets except for Tacoma Blvd. All streets will remain open with driveway access; some delays can be expected as the machine passes your driveway. 5/28-29 - The contractor will be fine-grading the pulverized streets. 6/2 - 6/6 - The contractor will be paving streets for both the Crush and Shape and Mill and Fill contracts in the Tacoma Hills area. The date for each street is to be determined. More updates will be provided next week.  

• All storm sewer spot repairs have been completed.
• All curb and gutter spot repairs have been completed.
• For roads that do NOT have curb and gutter, the Township’s contractor continues to work on any necessary ditch clean out and culvert replacement work.
• Weather dependent, the Township’s contractor will be lowering manholes on curb and gutter roads on May 22 and 23.
• Weather dependent, the Township’s contractor is scheduled to crush the existing asphalt in place on roads that do NOT have curb and gutter.
• Weather dependent, the Township’s contractor will be milling (i.e. removing existing asphalt) from roads that have curb and gutter on May 29 and 30.

Weather dependent, the Township’s contractor will be closing Tacoma Blvd between Lagoon Drive and Pawnee Trail beginning on 5/12/25 to repair a storm drain under Tacoma Blvd. Weather dependent, this hard closure is currently anticipated to be in place for 2-3 days. While this closure is in place, motorists should use Tomahawk Rd, Manitou Dr, and Oneida Dr as the detour route. This is the final storm sewer spot repair that needs to be completed. Curb and gutter spot repairs continue in Tacoma Hills and are currently anticipated to be completed by Friday, May 16. Weather dependent, on 5/12/25, the Township’s contractor plans to begin ditch cleanout work and culvert replacements. This work will continue into late May. Weather dependent, on 5/26/25, the Township’s contractor plans to begin crushing and milling (i.e. removal) of existing asphalt. Paving dates will be announced once they are confirmed.  

Consumers Energy is currently finishing up their replacement of natural gas mains and service lines in Tacoma Hills prior to road work beginning. We currently estimate that Consumers Energy will complete their work by April 25. The Township hopes to confirm a weather-dependent schedule for completing spot repairs to storm drains by Monday, April 14. This weather-dependent schedule will be published once it has been confirmed. The Township currently anticipates the storm drain repairs occurring between mid-April and mid-May. Prior to the paving work beginning, damaged or settled sections of curb and gutter, that are preventing proper road drainage, will be replaced. The Township does not replace curb and gutter for aesthetic purposes. The Township currently anticipates that curb and gutter spot repairs will occur between April 21 and May 16. If the curb and gutter across your driveway is removed, there will be a period of time when you have to drive over with the curb and gutter missing. Once the concrete is scheduled to be poured, Lopez Concrete Construction LLC, will communicate with property owners to ensure that they get their vehicles out of the driveway before concrete is poured. The concrete will take 5-7 days to cure. During this period of time, if concrete was poured across your driveway frontage, you will need to park in the street. The Township’s paving contractor will begin work once the storm drain spot repair and curb and gutter spot repair work has been completed, which will likely be in mid- to late-May. UPDATE (2/13/25) Tacoma Hills Neighborhood Consumers Energy will begin natural gas utility work in mid-to-late February. This work is estimated to be completed between late March and mid-April. Consumers Energy will replace a natural gas main and gas service lines that serve homes in the Tacoma Hills neighborhood. If the service line to your house needs to be replaced, Consumers Energy will contact you directly to schedule this work. Gas service to your home will need to be shut off for a brief period to complete the replacement. Scheduling with Consumers Energy in a timely manner will help keep the Local Roads Program on track. This work is being performed in coordination with Meridian Township’s Local Roads Program to reduce the need to cut the newly paved roads in the future. The roads that will be resurfaced in 2025 are shown in blue on the map at the bottom of this update, and Consumers Energy will be working in the project limits shown in blue on the map.
